The Emacs Python mode is distributed with Python as
Misc/python-mode.el. Since you mention you have Python 1.2-beta-4,
you already have the latest Python mode. This contains support for
Emacs 19 font-lock-mode; I don't know about hilit19 (in fact I'm a
relatively naive Emacs user -- the Emacs Python mode was written by
someone else).
