Bug in cgi.py? More recent version?

I'm using Michael Mclay's cgi.py dated 6/14/94. In it there is no
conversion of escaped characters (e.g., %26 for &) into their real life
equivalents before picking apart the query string. As I am being led to
believe, & characters in HREF's should be encoded as %26 and then converted
back to & characters before splitting into separate parameters. The 6/14
version doesn't do this. I can go ahead and make the change easily enough,
but I wanted to know if there is a more recent version of cgi.py to work
from.
As I recall from the Python Workshop there was a desire by some to modify
cgi.py. Is there anything available?
