This is my fault - I have forgotten to upload it to Guido.

I will upload it in about 3 hours from the time at the top
of this message (and hopefully Guido will move it to the nt dir
not long after.

The DLL is needed due to the build options we use when compiling Python.
It is basically the C Run Time Library in a DLL.
