I don't know how you got these numbers, but I tried it with lappend:
tst.tcl------------------
set l ""
for { set i 0 } { $i < 10000 } { incr i } {
lappend l $i
}
puts "length of l is [llength $l]"
% time tclsh tst.tcl
length of l is 10000
2.1u 0.0s 0:02 94%
