Depending on your needs, you may want to look at oraperl. It
implements Oracle SQL into perl. I took that and rewrote it for
Python. I didn't complete it, although the prototype worked fine.

Again, depending on your needs you may consider looking a cperl, a
curses interface. I did not look at it in detail so I don't know
whether it is easily portable to Python.
