Because no-one needed it before and I didn't think it would be very
useful. After all you can also run a script using the nice(1)
command. And, I don't believe this is part of the POSIX standard.
If you want it you can add it to posixmodule.c with only a few lines.
If enough people want it I can add it to 0.9.8.
