Got it, thanks.  I had installed mgetty+sendfax and never removed it.  I 
now have:
-rwxr-xr-x  1 root wheel  178748 Nov 12 13:02 /usr/local/bin/sendfax
-rwxr-xr-x  1 root wheel  59060 Jul 16 01:52 /usr/local/sbin/sendfax

echo $PATH does show /usr/local/sbin before /usr/local/bin.

One objective of installing HylaFAX was to take advantage of the voice 
mail capabilities of the modem.  I first read about vgetty while 
researching mgetty+sendfax and that is why I never removed 
mgetty+sendfax.  At this stage I'd like to make HylaFAX work so I'll 
probably remove mgetty+sendfax and revisit the voice mail function at a 
later date.

If you, or anyone else, have some suggestions, please feel free to pass 
them along.
