The file html_30.tar.Z is a compressed tar file of the
plain text of the March 1995 Internet Draft of the HTML 3.0
specification. Please note that this has expired and is
*NOT* a standard. Instead W3C is working with member
organizations to develop interoperable specifications,
drawing on the HTML+ and HTML 3.0 drafts, and proposals
for extensions from member organizations. To get up to
